Basically, since tier 1 characters need a CRT to be made for them to be accepted and the like this shall be the one. Linley Baruch is currently missing one key and that being is the fifth and the last - Universe Controller aka Grandmist Being which is gained at the end of the novel.
What will be his tier?
Scaling from Qin Yu which is "At least 2-A, likely Low 1-C" as they are equal in power thanks to being a 1st Class Grandmist Being (basically being one of the 3 Grandmist beings of such power with Hong Meng being the first and oldest).
Why would he scale to Qin Yu?
Because all 1st Class Grandmist beings are equal in power, the single difference is their experience and Linley has 12 quadrillion years more than Qin Yu...so he's more skilled in its use thanks to being older.
