Not exactly. Cloud just got an stat upgrade, Ken still wins because Cloud has no way of dealing with Musou Tensei. However, in the VS Removal thread it was deemed that all of Ken's matches should be removed for that same reason, they are now stomps in Ken's favour as the opponent can't do aything at all to Ken and Ken can end the fight instantly.

Yeah the only ways (off the top of my head) you can deal with NEP type 1, is with potent NPI or conceptual manipulation and Cloud has neither.
Its funny how both characters got buffs over the course of this match and it went from a decisive win to a stomp lol!
