If Gordon avoids Chell's spamming of portals, he should be able to get the kill with a well placed shot... but if Chell spams portals, then she can make Gordon shoot himself or be stuck on a "falling loop".
So, I vote for Gordon if he attacks first.

He didn't say that he will avoid them, I say that if he shoots her first he will win, but one simple mistake and he is super done for...

The portal bullets themselves are fast.
Chell's aiming speed is average though and you can't just spam portals.
There can only be two portals at a time.
And Chell needs a flat surface to use one.
