Cole DOES NOT get his Ionic Attacks, but he does get 1 Karmic Overload

All for One has knowledge on Cole's history but not of his weaknesses

Cole knows of All for One's ability to steal powers, but not how he does it

WHO WINS AND WHY?
 
So All for One's advantages are: If he can steal cole's powers, cole goes comatose. Transmission could possibly get AoF in range and surprise Cole long enough to steal his powers, growing additional arms could help him surprise grab Cole and steal his powers, air blasts and bone spears probably couldn't be deflected by polarity shield (though ice shield would work), forced quirk activation could be used to briefly distract/impair Cole, Search means he'll know Cole's position at all times, Impact recoil means Cole's physical strikes are meaningless, air walk lets him keep up with Cole's higher maneuverability.

Cole's advantages - slightly longer range, lightning arc means he can damage AfO if he gets too close, bioleech could be used as an extremely effective close range attack (and depending on who's contact power is quicker, could net him the win), can block air blasts and bone spheres with ice shields, gigawatt blades are a powerful close range weapon, Amp can still electrocute AfO even if it's impact is reversed

Overall I say Cole wins 7.5 out of 10. Close up its 50/50, but if Cole can get far enough away, he'd be able to just blast AfO with lightning until he dies.
