most likely, goku. its been proven that both can go on par with superman, but neither can defeat him. Wonder woman is nowhere near as fast as goku however, as his instant transmission can go over large distances in a second. In strength, they are basically the same, and if its close combat, wonder woman would win thanks to her training and weapons, but if its range, goku can best her in any situation. and even if they did get in close quarters, if goku can pull off ultra instinct, WW wont be able to land a hit
