I'll vote for incon/draw because I doubt Goku's slight ability advantage would make a deal breaker, both have the same AP and they've done the same trainings recently, so I guess at this point both are almost equally skilled as both have been always portrayed to be equal or very close in the series.

Gonna go with Vegeta due to SSBE being able to seemingly last longer than Goku's kaioken based on how long Vegeta stayed in it during the TOP and when Goku's kaioken expires Vegeta shouldn't have an issue getting the job done.

Goku having a wider array of abilities and superior skill in a fight should give him the win.

Also, going off topic for a second, by the Jiren fight in the TOP kaioke has no real detriments, with Goku having zero issue keeping it on througout the fight against Jiren (heck Vegeta got knocked out of SBBE at one point while Goku wasn't) and is outright stated to be equal to SBBE Vegeta in power, so there's literally no difference between Goku and Vegeta in their highest (2nd for Goku) states.

I think it is implied that Goku mastered Kaioken in between the Ft And ToP arcs. But no, they are not equal in power. SSBE got stronger during the Toppo fight, surpassing Goku's SSBKK.
