Why don't we use a weaker 4-B form of Goku? He probably has that form which scales to 8 kilofoe Cell, if one can find a form that isn't far stronger than that and lock him in one specific transformation to bring the power level as close to Tifa's as possible...

Darn it, looked throughout his profile and it seems that he never goes weaker than 900 Megafoe. It's a sudden, huge jump in power.

Like, say, beginning of Super Goku when using Super Saiyan 3.

So, how about trying that? If they're at base 400 kilofoe, then SSJ1 is 20 Megafoe. Don't know how much they are, though.
