The gap between Buu Saga characters and Cell Saga characters is unquantifiable.

It is impossible to be definitive in saying if Buu Saga Super Saiyan Goku would be strong enough to tango with Perfect Cell.

Since Cell seemed to be considerably beyond that of Super Saiyan Teen Gohan, and I don't think that Buu Saga Goku is that much stronger, I still think Cell would win.

He was, but cell still regened regardless. I'm pretty sure that Cell can have at least one cell remaining, considering he could survive self destruction.

He wouldn't allow a single cell to remain for him to get a massive Zenkai boost from and Ki can bypass his level of regen via power and AoE obviously.

The debate is whether or not this Goku is comparable or stronger than Cell.

I stated that everything else is identical to the battle in canon where Goku tried to kill Cell, so his mindset is the same as he was in the Cell Games, only without everyone else

I don't see how he could be. Shin thought that they needed to gang up on him because they couldn't sense Pui Pui's energy. They didn't know how strong he was. Only that Babidi's magic attracts the strongest warriors. So Shin was just assuming he was super strong. Base Goku is not stronger than Shin.

He isn't, Piccolo said that Majin Vegeta SS2 was equal or maybe stronger than Gohan when he fought Cell, and Goku was equal to Vegeta during their fight. This means that Goku SSJ (Buu Saga) is stronger than Gohan SSJ (Cell Games) but not by a large margin.

On the other hand, when Cell unleashed his Full Power he scared everyone including Goku, who thought that Gohan could lose (obviously, we know that Gohan stomped Cell). So, Perfect Cell should be somewhat stronger than Goku SSJ (Buu Saga)

Goku was worried that Gohan could lose against Cell even after he transformed in SS2 and one-shoted the Cell Jrs.

Gohan fought very well against Dabura and held his own against him. By your scaling, Dabura should one shot, yet he doesn't, and they have a very long and tough battle

I would say Super Saiyan 2 Gohan's Power during the Cell Games was amped by his rage boost, as he became so much stronger that he could beat Super Perfect Cell at 50% of his power, while SSJ Gohan <<<< Perfect Cell (Pre-Zenkai), so it might be that Goku's SSJ form would be actually stronger, especially given how he constantly trained in the afterlife for 7 years

Well we know that

• SPC = Dabura
• SS2 Goku > SS2 Vegata > Dabura
• SS2 Goku is stronger than SS2 Cell Games Gohan

Buu Saga Goku is notably stronger, but we also have to consider that Cell was massively holding back the entire time against Goku.

Personally speaking I sorta back Goku winning, since I can easily see the IT Kamehameha working on Cell again and this time Goku will know to destroy the head core.
