We are talking of a charater who doesn't move by his own two legs, but taps into the very concept of motion. He can pretty much move as fast as he wants.

If it's someone he doesn't know or care about, he goes straight for the kill.
He only really starts gloating or tormenting when he's fighting someone he has personal beef with (Like Barry Allen or Batman)
Otherwise he just kills you and then moves on with his life.

It's kinda wrong, they can reach Immeasurable speed normally. They just don't do it on the regular.
