I mean, he can, it's just massively unlikely. He'd have to use some sort of AOE attack before Gozilla could teleport out of range at full strength.

Their tiers are for when they're not holding back. Therefore they aren't in these matches as that is the tier being used. Superman doesn't normally fly fast enough to set fire to the earth's atmosphere, but you can still use MFTL Superman and not change the location if you want.
