It was even directly stated in the movie to have formed due to the immense levels of electromagnetic radiation Ghidorah gives off

This storm would be something "big" like tier 7-A or 6-C? I mean,It does not looks so impressive compared to Monsterverse Ghidorah storms

When? I pulled up the movie and the storm was already there, Ghidorah just formed the cyclones.

Also, Godzilla did withstand the minor things Ghidorah pulled off by basically existing.
