@Planck69 was supposed to make a blog pertaining to the scaling chain, but here's how it goes more or less ATM (Gaps being considered negligible until you reach Odin and Zeus):

Bloodlusted Ragnarok Kratos = Endgame GoW3 Pre-Hope Kratos > Endgame GoW3 Post-Amp Zeus > Endgame GoW3 Pre-Amp Zeus >= Odin > Hercules >= Serious Ragnarok Kratos (Not Bloodlusted) = Freya > Thor > Brother Kings > Heimdall >? Baldur

No, Tier 2 standards of "higher" are a bit different, we don't grant that here unless there's a chance it could jump to the next tier.

We make a distinction between Ragnarok Kratos as he is when he fights Thor and Odin and a bloodlusted Norse Kratos. The latter is equal to Endgame Zeus while the former is weaker than Odin.
