Giratina range upgrade

So, I was looking through Giratina and the Sky warrior for speed upgrades (there's a crudton of Magnemite and its evolutions in it, so it has real lightning), and found something interesting. When Giratina and Dialga have their little pow wow, after Dialga escapes the distortion world and puts Giratina in a time loop, Giratina retaliates by popping a Dialga bubble (I'm not sure what it's actually called. I'm still watching the movie and this feat happens very early on. Haven't watched this movie since HGSS came out). Anyway, it's normally treated that the Distortion World is its own universe. Well, since it was able to attack Dialga post-escape from the Distortion world, and since Giratina controls the distortion world, his range should be Multi-Universal.
 
On its page it's already noted that Giratina's range is much higher in the Distortion World (also usually? It always is) though I guess we can specify that the "higher" as in multi-universal?
 
I also noticed it had poson manipulation so far, as its correction clouds are said to be poisonous when Piplup nearly breathes it in.
 
I looked into it. It was stated the clouds were the byproduct of the World adjusting, so basically cause and effect, Giratina itself had no direct hand in the creation of the clouds (other than, you know, the balancing of multiple Universes thing).
 
I see. It was a long shot, and looking back on it, it seemed like they were out of his control.
 
Indeed. It was likely fixed at the end when Giratina repaired the Distortion World but like most things in Pokemon this is left incredibly vague.
