Alright so... I think Reyes wins this pretty solidly after giving it some thought

His aim and skill is damn solid even by 40K standards, see Soldier: 76's profile for that, and his Shotguns are very dangerous things seeing as they can all but double Ghazghkhull's AP in terms of power and Reyes has the option to just machine-gun the damn things at will

But Ghazghkull isn't exactly out of options either, if he lands a Melee attack with the Power Klaw Reyes pretty much dies, add that to Ork survivability and Ghazghkull's own insane survivability and Reyes has his work cut out for him, though it should be noted that Bastion Units in Turret form could shred those at Reyes' level, and he dealt with tens of thousands if not hundreds of thousands of the damn things without dying, so Ghazghkull being able to one-tap him isn't actually as big of a deal as it seems.
