Red Hood is faster than reaper's combat speed and reaction speed. so red hood just exists and punches the shit out of him since Reaper's durability is 0.008 tons, and red hood is 0.242 tons (i think)

reaper's shotgun's scale to 0.231, making the AP gap a lot closer. and his haxes make up for the fact he cant physically fight red hood.

His intangibility only lasts so long and if he's intangible he can't hurt Jason.

That's a gameplay thing only, in the comics and cinematics it lasts as long as he wants it to and its spammable
