Tsarista isn't just an average archon tho. She is heavily amped by gnosis, likely a shade power and other resources.

The fact that Tsarista isn't even afraid to directly face 2 face a shade while archons are instinctively afraid of them.

Being a Descender doesn't necessarily mean having absurdly great powers. Phanes and Nibelung have enormous powers, but the Traveler was powerless against Asmoday. We don't even know how powerful the Third Descender was. All we know about him is that he was split into seven pieces.
