The definition of a Descender given by Fatui and the lore surrounding them focuses on their will, existence outside the world's laws, and their status as beings not bound by Teyvat's fate system. There is no direct statement saying:

"All Descenders are stronger than all gods."

Being a Descender is fundamentally a matter of ontological status, not necessarily raw combat power.

Literally the Traveler is the biggest example of this. The Traveler's defeat by Asmoday directly contradicts the idea that being a Descender automatically grants superiority over gods. The Traveler is a Descender and was in their prime, yet Asmoday effortlessly overpowered them at the beginning of the story. If "Descender > all gods" were a hard rule, this scene could not happen.

What is this Logic? Asmoday was already effortlessly overpowering and restraining the Traveler before sealing them. The seal was the conclusion of a one-sided fight, not a crutch used because she couldn't beat them normally.
