Still no. That statement of him is just underestimating both Traveler and Wanderer while in fact they did got stronger in their base. And you're far too stretched if you think he's referring to New Moon's Blessing amp.

I don't like with this kind of headcanon. Not only is this bullshit, but also sucks. Too much headcanon like this literally pisses me off. You're far too stretched to assume he's referring to New Moon's Blessing Traveler, and then think Base Traveler = New Moon's Blessing, therefore Base Traveler from Post Bina onwards are 5-A, which is stupid.
Imagine if a character who's canonically fodder in-universe compared to higher beings are manage to keep up with Traveler who have god-tier ratings and therefore they got same rating as that traveler, making them the same tier as the god tier.

Lets go an analyze all times Traveler clashed with Dottore in the cutscene
- Dottore while concentraced with Columbina can clash with her for a brief period of time, then quickly react to Traveler and with 1 arm stop his attack with no difficulty, then push him aside
- Dottore uses a water beam, Traveler dodges; Dottore uses Electro, Traveler dodges; Dottore summons a shield, Traveler cant make even a dent; Dottore cast aside the shield (For no reason) and teleports behind Traveler just for him to block the hydro attack (And even when blocked Traveler gets pushed 10 meters)
- Dottore deplores another shield which breaks after the combined attacks of Bina and Traveler using Pyro

He did got stomped. That Hydro attacks from Bina kinda do nothing to his red shield. Then Traveler from behind with his Pyro obliterate the shield and make Dottore lost one of his marrows. This alone makes the Traveler slightly stronger than 3 Marrows Dottore as he can make Dottore lose one of his marrow.
Nothing says in the Archon Quest that dr. Data was stronger than 3 Marrows Dottore. “Bigger threat” while the threat was just the same thing (i.e threatening the world), but that doesn't make both are equal just because of that statement cause of different output.

It really doesn't make sense for Trilune Dottore to be so powerful with the power of the Moon Marrows, considering that two of them are the remnants of Aria and Sonnet after they lost their powers and divinity. They are the remnants of powerless goddesses. Plus, the third Moon Marrow is completely artificial.
