i am also mad at the idea of not using in game abilities (that are not tied to gameplay exploration stuff) being limited to "OOC" because of Traveler being stupid

lol obviously cons and multipliers are inapplicable in powerscaling, however their skills and burst are confirmed to be their lore ability. Barbara skill was used in 5.7 Archon quest to heal other.

Characters skills have been used in-game lore tho for example Barbara used her skill in 5.7 and Furina also used her skill in a story quest (I believe it was Navia one)

You are correct but so far the majority of characters displayed their skills and bursts in lore like wanderer, Barbara, Furina, Childe, fischl, Zhongli,Nahida,Cyno, Chasca etc.
