Not necessarily have to be scale from that lesser being anyway, one of them are like top tier in the verse maybe top 3.
Theres a group called "Four Shades" And one of them is Istaroth who have that immeasurable speed and then theres a group called 7 Dragon Sovereigns who manage to fight them for over 40 years despite being lost, and this Skirk is proven to be in the same Level as the 7 sovereigns. So yeah..
Edit: that Istaroth is also Omnipresent in Time btw which is Temporal Omnipresent.

We literally had Skirk losing to Shigaraki just a day ago, it's in both their profiles and I wasn't made AWARE/notified of until Castorice told me (He told me after the matchups were added skull)

this wouldn't work. shiggy has danger sense and can sense people's bloodlust and hostility. as long as skirk intends to attack shigaraki in any way, his senses would already kick in and fight regardless.
edit: shigaraki also has enhanced resistance to mental attacks

But anyway, that fight was Speed Equalized so Skirk's gonna win with her Thought-Based deconstruction.
But again we can't use that decon because they were using that outdated profile i guess.

still wouldn't matter much. danger sense analyses all imminent threats regardless. the only way to get around it is to either attack with good intentions, or overload it with too many attacks to keep up with (which can only be done by someone with superior speed)
Speed amps are allowed, and Shigaraki had multiple speed amps available, alongside passive growth/adaptation that boosts his speed throughout the fight. idk how the deconstruction works, but if it works like shigaraki's own decay, then he should just be able to regen faster than he can get deconstructed, unless it's completely instant.

"Speed Amplification techniques are assumed to grant the same percentile of increase to a character's equalized speeds, as they would to their usual speeds"
"Any speed equalized match, in which a major reason a character loses is due to having a disadvantage against some speed value they usually wouldn't have a disadvantage against, may not be added to profiles"
"As a result, winning a speed equalized match against a faster opponent due to a speed boost so large that it blitzes the opponent will not be added."
Speed amps are allowed, except when they're restricted, the matchups can't be added on the profiles.

No. "assumed to grant the same percentile of increase to a character's equalized speeds" means that the speed amp grants them the same speed increase as they would do normally. For example, if a 0.70c character has a speed amp that puts them at 1.70c (a 2.4x multiplier), and they're fighting a Mach 5 character with equalized speed, the speed amp doesn't make them FTL or whatever value they scale to with the speed amp, it puts the the same percentage or multiplier on the speed they're equalized to. in this case, the 0.70c character is downscaled to Mach 5, and with the speed amp their speed would go to up to Mach 12.
Yes, but speed amps given by a character's normal set of abilities can't be restricted. Only speed amps from outside sources can.
