What does Genos have that can help him defeat Penny?
1.28 to 6 MT is quite the gap (A 4.7X gap). She's more versatile (Though she has little experience with the elements) and with true flight her mobility options are superior.
Her lifting strength is higher as well, though this one probably isn't that important since Genos can detach parts of his body to escape any bindings she'd put him in. (4.03981e+9 kg vs 4.5053554257e+10 kg) Her lifting strength is 167% higher than Genos, and she upscales from that as well since that's without her Maiden boost.

Penny should definitely win. Higher AP with her Maiden Powers, more versatile, Higher lifting strength (though as Rusty mentioned not as important, but point still stands), Extreme resistance to heat so his blasts aren't doing anything + higher dura. She can also make a forcefield made out of aura to block any attack Genos uses against her, while he's better at cqc, she's just way more versatile.
On the other hand, Genos is WAY smarter and has way more experience in combat, he's also way better at cqc than she is. Unless I'm missing something, I don't really think Genos can win this. Unless I'm underselling him of course.
