So Penny is about 4.6x weaker than Denji, and although she has a higher LS she doesn't grapple in character iirc. A big advantage she does have is her flight and range. If she decides laser spam from a distance, Denji doesn't really have a counter to it. At most, he can try to pull her in with his chains, but Penny can break out of it with her higher LS or just snipe out of their range. Denji can hold on for a long time with his higher dura and by regenerating damage via pulling his starter cord, but since he has no means of getting blood, he's eventually gonna run out, leaving him vulnerable.

I think I'm leaning towards Penny rn, but I can see Denji taking it if she doesn't make use of her range.

Penny should take this. The combination of her flight+laser spam, way higher skill level, and her ability to analyze the opponent's fighting style and capabilities to determine the best course of action to take when fighting them means she would know basically instantly that he is stronger and to just keep out of Denji's range and shoot him to death.

I just want to say that, if her laser, was just equal to her raw speed, there's no reason Denji wouldn't be able to dodge, let alone this is a version of Denji who has trained for weeks with Kishibe and has good dodging skills, even his saw blades are more durable, the moment Penny flies up Denji simply takes advantage of the surrounding terrain to dodge as well as catch up with her, spamming laser would be a win-con but I don't think it's enough
