No, it should be relative to Garou AP, due to Garou Dura Neg is the weakest type of Dura neg. Most other dura neg type is supernatural hax so they are fine to neg all the way up to 3-A and Low 2-C

It shouldn't work against Saitama for example, and obviously Goku, etc..

actually no, unless there is a statement that their internal organ is weak as ****, normally it still somewhat scale to their physical durability, unless you fight someone with massive durability with superpower, not physical body. Not only that but also Garou dura neg is via sending shockwave through the internal organ, he still need to pass through the durability of his opponent skin first. And no, the moment he punch someone with 3-A or Low 2-C skin, his arm break first

Can garou be used on characters above Tier h6-A to 5-B ? Characters don't get physical durabillity like Tatsumaki, Saiki, and those who gain durability from magic.

About some one like Tatsumaki yeah it is fine, unless somehow she can strengthening her physical body with her power like Ki in Dragon Ball then poor Garou
