It is hard to say now. But I'm pretty sure The Spectre should be above High 2-A.

The Spectre gets wrecked by Emperor Joker with 99% of Myx's powers.

Eh, my opinion is going to be the same as it usually is when TES gods are involved:
Akatosh's 2-A power is quite passive in nature, not to mention that the 2-A rating itself is quite sketchy due to how inconsistent TES is. So I don't know if he is even capable of harnessing enough power to fight another 2-A in the conventional sense.
However, I'm not seeing anything on The Spectre's page that would allow him to even interact with Akatosh, considering the latter is an acausal and abstract entity with type 8 immortality.
So, as usual, I'd vote inconclusive.
