I don't know about that Devil Man not getting the Universe 9 assassin treatment is really based on how good of a mood Frieza is in.

Frieza isn't the type to just take a hit when he doesn't need to from a weakling. In fact, he'd want to let his minions deal with other weaklings. The very fact that Devilman is trying to fight Frieza and he has no minions around would likely piss him off then and there.
