Everyone in Snowdin, including the Royal Guard are 9-B...
You can exploit the weakness even as a 10-B, but most monsters would die if a 9-A did use it (a.k.a Genocide Frisk)

Your soul power level never changes
Even 10-C dude can one shot 9-A monster if 10-C dude soul is strong

She just unleashes her soul's power, not making soul itself more powerful.
Soul power is locked and being stronger by determination = simply using more soul power

I will make it more simple for you.
Let's call SOUL power A, and character B and enemy C.
C attacks B, but A provides B with power, not B making A stronger.

To even deal high damage in first place you have to be STRONG, really strong like human.

Why Frisk simply won't adapt to 9-A damage in seconds? Like they did fighting Undyne Undying and then get back to low power monsters

And? Toriel isn't the one who will kill someone for someone, no. She thinks that even Asgore deserves a mercy. She isn't the type who will go all out.

Her blow doesnt have to kill but that doesnt mean she will hold back and risk flowey tanking it and killing frisk. At best you can argue she didnt go for the kill but an incap.

true but this has the issue of toriels fire can be tanked by Asgore (she did it rough enough to not kill but still clearly affect him)
did it to Flowey the same as well in the literal same fashion

Toriel should have known how strong Flowey is after nullifying the latter's attack, and even if she didn't, all Ruin monsters are 9-B anyway
