Flash being faster than instant?

I'm sorry if this topic has been brought up before but I keep hearing talk of this scan that depicts Flash outrunning an instant teleporter. I was curious about the legitimacy of this feat but I can't find any further context about this. If anyone could provide some insight about it, I'd greatly appreciate it.
