If there's a statement that there's a dimension that's so cold that the concept of fire can't burn there, but someone's able to have fire that burns in said dimension, would that give any conceptual manipulation, or just much hotter flames?

I guess it's range but definitely not conceptual manipulation unless the person created the concept of fire in said dimension which in your case is not.
 
how is it range? He's not burning the entire dimension, he's just able to have fire in his arsenal.
 
Resistance to Power Nullification on a Conceptual Level maybe?

If the dimension is so cold it stops the very concept of fire from existing then it's basically nullifying the ability to create fire on a conceptual level.

Then conceptual manipulation but also the context are needed. Since he could create the concept of fire in that dimension. Like, I don't see the context how he did it?

he has a personal weapon that can create fire, and it works inside the dimension when a reliable source tells him that no other fire in all the realms they're in can burn there. And there's a character who's the literal source of fire itself to the point his birth created all the stars in the cosmos, and is stated to be a primordial, which is conceptual in the verse, not even that guy's flames can burn, but this other character with his own flame weapons is capable of doing this.

If it's more of a law that fire cannot burn in said location then I guess it would be resistance to law manipulation.
