Sure, if you just look at the tiers then it looks pretty clear in KND Father's favor, but could FMA Father's hax, versatility, speed, and intelligence give him the win? Biased as I am in KND Father's favor, I will say that thwarting FMA Father's plans required older, wiser people than the Kids Next Door...though then again, this plan took way longer than any of KND Father's, and in the end, it still got thwarted.
However, I will say that using soul hax on KND Father is easier said than done, since he can create illusory copies of himself.
I would suggest two separate scenarios - one with both in standard form and the other being God Father vs. Dragon Father - but the latter form doesn't really need any specific conditions to be used. He can just do it. I suppose, for the sake of this thread, FMA Father can be in any form he pleases.
