END Natsu should be higher than Large Mountain level, because Gray has High 7-A agains usual opponent. Agains Devil he should be higher so END Natsu is a Devil and since he fought agains DS Gray on equal (Gray one-shotted Mard Geer who 7-A, as well as DS Gray has low 7-B agains usual opponents in Tartaros arc

He didn't one shot Mard cause the battle was pretty long and he fought together with Natsu and got overpowered he also just got him while Mard was distracted. End Natsu is unknown and for that we can't scail gray ethier.
The movie is canon for sure cause being it mentioned in the manga and having the perfect chronological order is more than enough.
