While Shigeo presumably holds the range advantage, fighting style makes a huge difference here IMO.
Shigeo takes time to get into a mindset where he would use degrees of force that are lethal to a normal human and is often rather passive and slow to respond when suprised. Lucy being as she is will not give him the time and opportunity he needs to adjust to the fight.

Shigeo is dead if at least one of her vectors hit him,but he holds the range and maby stamina advantages.There is also a big chance that her horn breakes under his telekinetic attacks.
