This is decisive and not a stomp. Mirio doesn't use his Quirk to bypass durability in character so it likely won't get used at all in this match. This was the same deal with Zoro vs Erza where Erza had durability negation, range, AP and versatility yet wasn't considered to be a stomp. I fail to see how this is any different.
