Enies Lobby and Thriller Bark Merge

As we know, Thriller Bark and Enies Lobby are extremely close to each other to where there is no notice of a strength change between them.

Outside of Zoro (new sword) and Luffy (merging gears), no straw hat has actually grown in strength.

I suggest we merge the keys.

From this note, CP9 will now scale through Franky's durability calc. Specifically through Lucci hurting him, as Fukurou and Blueno didn't really hurt Franky although they rival him in strength.

Have there been any checks for the consistency of this scaling change and what it would do for the ratings? Is the characters being that strong in the Enies Lobby Arc supported?

Kuma told Moria that he may not be able to beat Luffy simply based on the fact that he defeated Lucci, so the two arcs sharing keys is pretty consistent.

That'd mean Lucci > Moria right?

Anyway definitely agree with that logic. Makes no sense currently as we have it: if Moria concedes that he'd lose to Luffy because he defeated Lucci, then it makes no sense for Moria to be rated much higher than Lucci.

It'd definitely mean Lucci > Base Moria, most likely not Shadow Asgard, since I'm not sure if Kuma was aware of it.
