Mismatch tbh. Emrakul is at least High 2-A. Unrestricted Bill at 2-A is a dimensional tier below any High 2-A. If you equalize their tiers and make Bill a High 2-A he would win due to his massive amount of abilities and trillions of years of experience. While he wasn't higher dimensional for all this time, he makes other higher dimensionals panic, so I imagine he would be fine against Emrakul (only if his tier is equalized; if not, stomp in Emrakul's favor).
