Not that she wasn't one, but desperados were introduced as a concept in volume 9. Edel vs Ikki happened in volume 4.
And given how Ikki vs Edel went (the fate hax didn't take effect), then either Edel willingly decided not to fate hax ikki, or the author had not come up with the concept of desperados at that point (which is likely the case).
It's not that they weren't a thing, it's they were introduced later on but Edelweiss still had the fear hax aspect. It's just Ikki had a resistance to it. I would say it's the former because she still wanted Ikki to "reach the pinnacle" or whatever.
When edel was first introduced her fear aspect was more natural. It was more just a case of "those who know her fear her cus they know how powerful she is". Shizuku who also was there wasn't scared cus she didn't know who Edel was. It only affected ppl who knew her.
