Dragon level threats upgrade

I realized that many characters in OPM are 7-A due to the whole scaling thing. And I think this should apply to all Dragon level threats.

Any Dragon level threat should be superior to the Beast King, who is superior to Armored Gorilla, who is superior to Mosquito Girl, who curbstomped Genos. And Genos was able to produce a 14 megaton feat effortlessly.

Dragon level threats are also explicitly described as a threat to "multiple cities" as well.
