According to Chris (one of the best powerscalers in the comnunity) canon super Goku's speed feats are greater than any of the flash's and he would beat him. this should scale him to multiversal+ to Low Complex AP and imeasurable speed. this also scales to vegeta 17 18 krillin roshi piccolo gohan jiren dyspo that one guy with the chicken legs etc. (they all fought Goku) this should also scale to bulma as she is shown to consistently keep track of The z fighters while they are fighting and damage goku with her slaps. oh also luffy and toriko would scale to this. Their verses scale to this as well meaning everyone who scales to luffy or toriko will also be upgraded to 2-A Imeasurable speed.
As for the upgrades to heroes Goku. According to Chris. No version of Superman is capable of beating DBH Goku. meaning he should scale above Strange visitor Superman and possibly Cosmic Armor Superman if you view him as a Superman. this also scales to any Xenoverse and Heroes character
