That's our best bet, the only possible way for Tier 2 would be if the God form is literally Infinitely more powerful then the other SSJ forms, which would be nice, but we have to keep waiting

Tier 2-C is a natural progression it's kinda obvious the Main Characters would be there by now we already had em at 3-A why would it even be considered an outlier aside from people just not wanting the upgrade
