The statement is exactly as I quoted it. Panzy claims rumor has it even Dabura couldn’t beat them. How hard it was for him isn’t ever established. Given how “unbeatable” they’re supposed to be, though, it’s more than reasonable to presume they stomped him.
Also, Magic Collars have apparently been around since Dabura’s reign—Him having introduced them at the suggestion of Arinsu.

Looks either ssj or ssj2 to me but regardless, if it's really ssj, it'd be pretty cool knowing that a post Majin buu saga ssj goku is >= Super perfect cell?
