It was said that Dormammu bound Zom who was so strong the living tribunal had to but in. Also, he is so powerful he is the best comparision to the LT (is dwarfed by him, but that isn't saying much). Also he tied agamotto who tied galactus and it is confirmed he is WAY above strange (strange even said). Also, I think the low 1-C for DD Dormammu and 1-B for ME Dormammu should be returned and the only reason he ever loses is his MASSIVE ego. I will show more feats later

The problem is that Dormammu's greatest explicit feats were beating Eternity, and merging two universes, and he is generally considered inferior to SHuman-Gorath.

He had help from Eternity and several other mystical entities to bind Zom, and the Living Tribunal was not nearly as powerful back in those days.

In addition, both Dormammu and Zom have been beaten by much weaker characters in recent years, making them harder to scale properly.
