I'm doing this since I think Teen Goku duing 22nd Budokai is strong enough to take on both sisters at once....might be wroooong lets hope I'm not.

RULES:

Panty and Stocking are locked at 8-A, they start in base and can transform into their Angel Forms but stay at 8-A and thus do not get their Super Weapons or the Ultimate Weapon.

Goku is 22nd Budokai Goku.

Neither party has knowledge or preptime

Batle begins in the Budokai arena but is not restricted to it (don't get the idea that Im allowing ring outs...), distance is 10 meters.

All are in-character.

Panty and Stockings' weapons harm Goku cause he isn't actually a human and thus is not considered one of God's Children or plan.
