If character B has a reaction speed of 2000m/s, and we use that to calculate character A combat speed, is that calc staking?

If that is their canonical speed and not a speed you gound in a calc, then no, is all good.
Though i'm pretty sure reaction speed is given by time and not speed, like microseconds and stuff
