Does layered abstract existence bypass layers?

Like say a CM1 governing another CM1, should we assume the superior CM1 to bypass all layers of normal CM1?
 
How the actual **** does someone have layered AE?.... I am pretty sure what they mean is 6 layers of CM, that is representing their AE, but it is written weirdly...
They just mentioned CM1 is fundamentally superior to another CM1 which makes it much more uninteractable. And it's repeatedly 6 times.

I'm pretty sure its just CM1 layers. Same with DMC dunno why it keeps getting used as some super abstraction kind of thing
