Does Downscaling Work The Same Way As Upscaling?

Correct me if I'm wrong, upscaling works as "If (A) is notably more powerful than (B), and (B)'s AP is within a factor of 1.5 away from the next highest tier, then [A] may be upscaled to the baseline of that Tier."

Therefore, is it valid to do the reverse? As in, if [A] is notably weaker than (B), and (B)'s AP is within a factor of 1.5 away from the baseline of (B)'s tier, then can [A] be downscaled to just below the baseline of that Tier?
 
That depends on the context, but there are certain practices where upscaling is taboo while downscaling is fair. Likewise, there are practices where downscaling is taboo but upscaling isn't.

could you go into a little more detail? like, how exactly does it depend on the context? which practices allow for upscaling or downscaling?

We don't allow upscaling on the 1.5x mark, we do so on a case-by-case basis if the calc value is 1.2x away from the next tier or less.

Downscaling is... tricky to be frank. Even more so than upscaling.

1.2x away from what value? let's say the character we want to upscale is 8-B. do they need to be 1.2x higher or lower than baseline 8-B, or 8-A?

8-A. And even then, you'd need a case-by-case basis to justify whether an upscale is legit.

But if you're 1.1x away from the next tier, that burden lessens considerably. And if you go straight below 1.05x and the feat is utterly casual, there's not even any grounds to go through any discussion anymore, just scale them to the next tier outright.
 
what if a character who can hit with 500 tons defeats another character, who survives? does that other character downscale by 1.2x? or is the first character too far from the next tier?

Question- does this also apply to Lifting Strength? Like, Character A who easily overpowers in a grapple Character B, who scales to 24 tons/Class 25, can upscale to baseline Class 50 (25 tons) as that's like a 1.05 times difference?

so the multiplier gets applied either way, it's just impossible to upscale between tiers without being close to the higher tier?
