Correct me if I'm wrong, upscaling works as "If (A) is notably more powerful than (B), and (B)'s AP is within a factor of 1.5 away from the next highest tier, then [A] may be upscaled to the baseline of that Tier."
Therefore, is it valid to do the reverse? As in, if [A] is notably weaker than (B), and (B)'s AP is within a factor of 1.5 away from the baseline of (B)'s tier, then can [A] be downscaled to just below the baseline of that Tier?
