Probably not, especially since it's an event hasn't even happened. The Toymaker doesn't even say the Red Guardian, and it's a very obscure reference from a New Adventure novel.

Also it's stated in "Tales of Terror" that EVERY SINGLE encounter the doctor has had with a Dalek has been done by The Celestial Toymaker subtly influencing events and it's implied he keeps them alive
