In Superman: Reborn, Mr. Mxyzptlk says that the "conditions" that created the whole situation that they're in it's something way beyond him, something way worse than him, even calling him "the real trouble".

So, since it's already confirmed that Manhattan is responsible for the events in Rebirth, shouldn't he be upgraded to "At least High 2-A" due to being way beyond Mxy?

May I ask an honest question? How do you know that what Mr. Mxy referring to is Doctor Manhattan? I've read the issue but I haven't read anything that's related to Doctor Manhattan?

He was referring to the person that rewrote Superman's reality, and that has been revealed as Doctor Manhattan in other comics.
