The above pages effectively have Vehicular Mastery for either being a vehicle or transforming into one.
So my question is if this should count?

If they themselves are the vehicle and have been shown to be pretty efficient in being one, I'd say it should honestly count.

I see no reason why it wouldn’t count. Being a vehicle would kinda necessitate that they’re skilled at operating one.

I do have to wonder about Thomas specifically, if only because I'm not even sure what mastery in regards to train is

I would agree that if you're a vehicle and you can operate yourself well, you should have vehicle mastery. I don't know how to operate a train, so Thomas has the skill to do so (even if it is his own body) and should probably keep it, acknowledging that it's at least marginally harder to crash given the tracks.

And this is a problem why exactly? If a character has a vehicular body and has shown that kind of proficiency then there is no issue with that at all

I think I'd understand my body better than anyone by now.

Basically, a sentient vehicle inherently knows how to drive themself more efficiently than most people can. So it seems pretty face value; though obviously they are also limited to driving themselves and just themselves and not like they have it for other types of vehicles. But still vehicular mastery regardless. And it's especially true if a large vehicle that typically requires large groups of people to operate are driving themselves to be masters driving themselves.

Maybe limited vehicular mastery? It's not like they can go and drive external vehicles
