Yeah it is hahaha. DIO spams za warudo and would of course do it against an opponent with electricity and someone as powerful as pikachu. Firstly he'd try to pummel it, realises it doesn't work, then stop time again and suck it's blood.
It's also the same reasoning for why Jotaro beat Machop and Jotaro doesn't spam the world as much as DIO

Except, Pikachu has that passive where contact based attacks have a chance of causing paralysis. DIO gets paralysed, time stop runs out and Pikachu thunderbolts him to smithereens.

Static doesn't always cause paralysis and paralysed opponents don't always get stuck moving. It's a chance of happening but not certain and if DIO sucks first even if he gets paralysed he's still sucked pikachu'S blood.

He still needs to poke Pikachu first. Which he can't do with his AP.

Static works on ghost types just fine. And since DIO can interact with and move stuff in stopped time, the static should work since he would be touching Pikachu for every punch and making more and more static course through his body.
