Analysing the profiles, I see that Dio can punch spiritual beings, which Samara is. If it wasn't for the time stop, this could be an interesting match, but with it... I can't really see Samara winning.

In fact, what stops this from being a stomp? Does Dio usually start with a time stop?

Yeah, then this is stomp-ish. If Dio didn't use time stop, this could be a very good match.
